To rebel against the injustice and oppression of the poor by the People's Union, the slum-born teenagers united those who lost their homes and formed a rebellious organization called "Fire Moth". Kevin, as the leader, planned a series of attacks against the People's Union with superior strategy and strength, whose purpose was to fight for the independence and autonomy of the slums.
Kevin went surgery which was performed with the help of Otto and MEI. Now he can use power of ice, but there is also the risk of being corroded by Houkai energy.

On April 20, 2044, after the meeting of the People's Union was exposed, Kevin led the Fire Moth to attack the vehicle of Dr. MEI and took MEI away. Both parties reached an agreement. After blasting the empty People's Union Building that had been defended by searching for MEI, Kevin released MEI and declared war on People's Union.
On April 21st, Kevin underwent a remodeling operation at MEI's lab and gained "the power to change the world". When the Fire Moth was pushed into desperation by People's Union troops, Kevin arrived in time. He used new power to cover the Fire Moth's retreat into the lower zone, repelling the Valkyrie troops of ME Agency. Later, The Fire Moth announced the existence to the whole world, and People's Union had to retreat due to the resistance of the lower zone and the provisions of the treaty.
Kevin and his team helps some survivors leave the ruins of the destroyed factory. Nina confirms all the refugees are accounted for. Kevin notes the death toll is lower than expected but says the rest will need to move elsewhere. But all the fighting took the toll out of him.
Dr. MEI confronts Kevin about his condition.
Dr. MEI suddenly arrived and scolded him for fighting so soon after undergoing reconstructive surgery. She reminded him that he was supposed to rest for at least a week to monitor for rejection symptoms. Kevin brushed it off, saying it was his own decision. She brought up their earlier conversation where Kevin had asked how one person could change the world. She had told him it wasn’t possible even with all the knowledge and memories she inherited from her father. Even with her central role in Heishin’s plans, she couldn’t stop the world’s collapse and the same applied to Kevin. No matter how noble or determined he was, his sacrifices alone wouldn’t be enough to alter humanity’s fate. Kevin just says he already knows about this. Mei warns him that when he accepted "that man’s" offer, he gave up everything to become a tool in someone else's ambition. She called him the perfect pawn and wished him luck in his cooperation. Kevin says she didn’t need to get involved. Mei agrees as she preferred to watch from the sidelines like a moth burning itself to ash in the fire. Before leaving, she told Kevin that the man’s theory might not be wrong as the genetic enhancements seemed to be working for now so he won’t die just yet. But whether he would overcome the Houkai or be consumed by it and become a monster, that was still uncertain. Nina asked what Mei meant about this and Kevin replied that she's just speaking crap.
